Remarks
Creates a new instance of the VUMeter class on the given parent window. This method is alternative to the VUMeter.Create method and should be used when dealing with development environments like WPF where controls don't expose a HWND.
Once created, by default the VU-Meter is still not visible: you must make a call to the VUMeter.Show method in order to display it.
Note that you can have a different VU-Meter for each of the allocated players.
